Actually in looking at this a bit further: ME and NE both split their states into districts, awarding EC votes per the majority in that district. So really...does that change anything? Isn't that just dividing states into "mini states"? --Dr. Evil

Sounds good. One thing though I think people forget is that you can't really divorce the popular vote from the electoral vote in any of our elections... Candidates campaigned and voters voted according to the fact we *have* that particular system.

Drew, whatever the rules are, campaign strategy is set around it. So if we went to straight popular vote nationwide, that's how they'd run their campaigns. In that scenario Hillary very well might have lost anyway.
